Lotteries: Encouraging Responsible Gaming Behaviour

In every sector of activity at Loto‑Québec, concrete measures for the promotion of responsible gaming are being developed and applied. Here are the measures implemented in the lottery sector:

 

Lottery Products and Publicity

  • Since 1977, Loto-Québec has a code of advertising standards for its lottery products. In 2007, Loto-Québec adopted a new code of advertising standards (in French only) [PDF Format, 100 KB - Help, online as of May 31, 2007] for the entire Loto‑Québec organization.
  • A reminder that games of chance and gambling are only for persons 18 years and over is included in every ad and on all products.
  • Loto‑Québec does not target any ethnic group in the promotion of its products.
  • The message "The sale of lottery tickets to minors is prohibited by law" is displayed on jackpot posters, selection slips and lottery tickets.
  • The "18+" logo is displayed at all retailer outlets selling lottery products, on ticket display stands and on Loto‑Québec’s Web site.

Programs and Measures

  • In 2002, Loto‑Québec implemented a program of surprise visits to retailers to uphold the Law prohibiting the sale of lottery products to minors. The program is called "Here, we card!" [PDF Format, 2 MB - Help].
  • Loto‑Québec put into practice administrative measures to uphold the Law prohibiting the sale of lottery products to minors (under 18). These measures can go as far as terminating the agreement authorizing the retailer to sell lottery products.
  •  The "Your player profile in 8 questions" pamphlet is available at retailer outlets.
