WLA Certification

Responsible Gaming WLA Certification

On April 1st, 2009, Loto-Québec was awarded Level IV certification of the World Lottery Association's (WLA) Responsible Gaming Framework. It is the highest international certification of its kind.

Of the seven lottery corporations certified by the WLA, Loto-Québec is the first gaming operator to have reached Level IV. The WLA is an association of some 140 lottery corporations worldwide.

The certification was awarded by an independent international panel of corporate social responsibility experts.

To reach this high level of certification, which is a type of ISO standard, WLA members must adopt all seven of the WLA's responsible gaming principles, which govern information, protection of players, cooperation with stakeholders, research, advertising, the promotion of responsible gaming and the monitoring of gaming activities.

To receive this certification, Loto-Québec proved that its programs promoting responsible gaming are integrated into the corporation's day-to-day activities.

Being awarded the highest level of certification also means that Loto-Québec has the resources needed to continuously improve its responsible gaming support and awareness programs.

Security Control Standard WLA Certification

On July 28, 2011, Loto-Québec was awarded the WLA Security Control Standard (WLA SCS 2006).

This certification recognizes the secure and trustworthy nature in which the Corporation operates games of chance.

Of the forty lottery operators from all over the world that have obtained this certification, only two others, namely the Atlantic Lottery Corporation in Canada and the Kentucky Lottery in the U.S., are in North America.

For certification to be awarded, the Corporation also had to comply with ISO/IEC 27001: 2005, which focuses on information security. In Canada, only a few dozen companies are certified under this ISO standard.

To be awarded this certification, Loto-Québec had to demonstrate to external auditors accredited by the WLA and ISO that it had implemented the organization and processes needed to meet hundreds of mandatory monitoring objectives in all its lottery business sectors.

Using risk management and continuous improvement principles as a base, an information security management system (ISMS) was developed to manage all aspects of information security throughout the organization, which constitutes a priority commitment for Loto-Québec's management. As a result, the ISMS will become the standard framework for information security in all corporate business sectors.
