Loto-Québec’s social contributions take the form of financial support to more than 1,000 non-profits organizations (NPOs), promotion of healthy gaming, support of more than 100 public events and a contribution into designated funds, such as the Fonds d’aide à l’action communautaire autonome.

2010-2011 Contributions

Fight against excessive gaming

In 2010-2011, Loto-Québec allocated $31.1 million for the fight against excessive gaming. The Ministère de la Santé et des Services sociaux received $22 million, part of which serves to provide free treatment services to compulsive gamblers at some one hundred centres located throughout Québec. The Régie des alcools, des courses et des jeux received $3 million from Loto-Québec.

Also, the Corporation makes an annual contribution to Mise sur toi equivalent to 1.95/10 of 1% of actual net earnings of the lottery, casino, video lottery and bingo business segments and without any rights to review their activities. For the coming year, the estimated payment will be $5.4M.

Contributions to non-profit organizations (NPOs)

As at March 31, 2011, over 2,000 organizations had shared in the $17,7 million generated by the Société des bingos du Québec and the commissions disbursed to the NPOs managing lottery kiosks and selling Lotomatique subscriptions. Loto-Québec lends its support to non-profit organizations (NPOs) through numerous agreements and programs.

In November 1977, the Government of Québec, through Loto-Québec, entrusted the exclusive sale of lottery subscriptions to non-profit organizations (NPOs) through the Lotomatique subscription service.

Lotomatique is a service that enables individuals or groups to subscribe to different lotteries operated by Loto-Québec, and in so doing, help finance NPOs at no extra charge. Subscriptions are sold by more than 1,500 accredited organizations [PDF Format, in French only, 127 KB - Help] in six sectors: social clubs, sports and leisure activities, humanitarian organizations, health, culture, business and education.

Benefits

  • A minimum sales commission of 12%
  • Commissions on subscriptions sold directly by Loto-Québec are redistributed to organizations
  • Organizations receive an additional 1% bonus on prizes worth $1,000 or more won by their subscribers
  • Average commission earned: 14%

  • A loyal subscriber base (close to 80% subscription renewal rate)
  • The same commission rate applies to renewals
  • An exclusive sales network
  • High-quality supplies provided free of charge by Loto-Québec to support sales efforts: displays, subscriptions forms and so on

  • No pressure from Loto-Québec to sell subscriptions

Community and humanitarian action

Fonds d'aide à l'action communautaire autonome

Loto-Québec, through the Société des casinos du Québec (SCQ), annually commits 5% of the net earnings of the previous year from its casinos to the Fonds d'aide à l'action communautaire autonome.

This fund is administered by the Secrétariat à l'action communautaire autonome autonome et aux initiatives sociales du Québec (SACAIS), which comes under the authority of the ministère de l'Emploi, de la Solidarité sociale et de la Famille. Loto-Québec's contribution enables the SACAIS to provide grants to hundreds of community organizations (site owned and operated by SACAIS).

Loto-Québec's contribution to the SACAIS in fiscal year 2010-2011 (5% of Société des casinos du Québec net profits):

$14.8 million

Fonds d'aide à l'action humanitaire internationale

The SCQ annually gives 1% of the net earnings of the previous year to the Programme d'aide à l'action humanitaire internationale, which is administered by the Direction de l'aide internationale the authority of the ministère des Relations internationales.

Loto-Québec's contribution to the Secrétariat à l'aide internationale (SAIQ) in fiscal year 2010-2011 (1% of Société des casinos du Québec net profits):

Remitted to the ministère de la Santé et des Services sociaux to assist seniors with reduced autonomy

In 2010-2011, $30 million was remitted to the ministère de la Santé et des Services sociaux to aid the elderly who have lost their autonomy.

Remitted to the ministère de la Culture, des Communications et de la Condition féminine

In 2010-2011, $10 million was remitted to the ministère de la Culture, des Communications et de la Condition féminine.

Remitted to the ministère de l'Agriculture, des Pêcheries et de l'Alimentation

In 2010-2011, $7.1 million was remitted to the ministère de l'Agriculture, des Pêcheries et de l'Alimentation.

Remitted to the ministère des Finances (online gaming committee)

In 2010-2011, $0.3 million was remitted to the ministère des Finances.

Sponsorships

During fiscal 2010-2011, Loto-Québec dedicated some $13.9 million to sponsorships. Most of these funds went to Les rendez‑vous Loto-Québec and Les sorties signées Casino. These two programs supported 136 events spread throughout Québec's 17 administrative regions, with the vast majority held outside large urban centres. They made it possible for Loto-Québec to reach more than 10 million visitors over the past year, while generating significant tourism, economic, social and cultural benefits for the various communities. In addition to being active in event sponsorships, in February 2008, Loto-Québec launched a new funding program for cultural activities in partnership with the Réseau indépendant des diffuseurs d'événements artistiques unis (RIDEAU): Les entrées en scène Loto-Québec. This program provides financial and logistical support for up-and-coming artists from every region of Québec and all areas of the performing arts.

Collection Loto-Québec

Since 1979, Loto-Québec has been actively supporting the visual arts in Québec and working to get more contemporary art on display throughout the province by allocating one hundredth of 1% of its revenues to the acquisition of works of art.

During fiscal 2010-2011, the Corporation invested $0.4 million to purchase 154 new works by 37 artists. As at March 31, 2011, the Collection  Loto‑Québec comprises 4,363 works by 1,000 Québec artists, making it one of the largest corporate collections in the country.

Loto-Québec supports also the visual arts community through its regional activities and exclusive exhibitions at Espace Création.
